Why Are Gas Prices So High?

How can I get the best gas mileage out of my manual car? I have a 2006 Mazdaspeed 6. I heard that the higher the RPMs, the more gas you use so, what I do on the road is shift pretty early so the rpms don't get too high. Is this bad? I've read that this is called engine lugging and is not good. Also, I tend to skip gears. So, what is the best way to get good gas mileage in my car?

If I was driving my car over a stretch of 30 miles what speed would get the best gas mileage 25 or 55?
