why do republicans say its democrats blame for high gas prices

the thing i hear from my dads side is, they control the economy and that clinton made it so we could not drill offshore, then my dad said give me one reason bush is the reason for high gas prices. he also said peolple dont inderstand that india and china are competing for the same oil and how fast china is growing Mainly i still blame the republicans, but idk know why how does this war affect the prices
